               Is there anyone in the audience that would like to
 present testimony?
               I see none, so we will remain available until at
 least 10:00 a.m. for anyone who would like to come in and make
 additional comments.
               That's it.  We're off at 8:30.
               (Whereupon, a recess was taken.)
               MR. SCHELL:  We're back on the record.  It's
 10:00.  The hearing room is empty.
               No one has requested an opportunity to make a
