One lane traffic is used at this location. The empty truck on the right side is parked and waiting on the loaded truck to come out. It’s forcing the loaded truck to go on the outside edge (the left side of the road) where the road is weakest. So you have the heaviest truck on the weakest portion of the road. The driver of the empty truck needs a better location to wait, so the loaded truck isn’t put in a hazardous location.
