SUBJECT: 7000-2 Quarterly Mine Employment and Coal Production Reporting
This Program Information Bulletin (PIB) applies to mine operators (including independent contractors), Mine Safety and Health Administration (MSHA) personnel, and other interested parties.
To advise mine operators and contractors that they will no longer receive the multi-part 7000-2 Quarterly Mine Employment and Coal Production forms via mail, but will instead receive postcards as reminders concerning the filing dates for these reports required under 30 U.S.C. § 813 and 30 C.F.R. § 50.30. The replacement of forms with postcards will begin with the reporting period that starts 7/1/2011.
Mine operators and contractors are encouraged to file online using the MSHA website (http://www.msha.gov/forms/elawsforms/7000-2.htm); however, paper forms can be downloaded through http://www.msha.gov/forms/elawsforms/7000-2.htm or requested by calling the MSHA Helpdesk (1-877-778-6055). Reports must be received within 15 days after the end of each calendar quarter (1/15, 4/15, 7/15, and 10/15) to be considered timely.
The ability to file the required information online has been available since 2003. In an effort to increase the accuracy of the data obtained and efficiency of the government, MSHA is encouraging mine operators and contractors to use the online service. MSHA recognizes that this may present a hardship in some cases, so paper forms will be available upon request.

This PIB may be viewed on the Internet by accessing the MSHA home page (www.msha.gov), and then choosing "Compliance Info" and "Program Information Bulletins."
