    Notice that this sign does indeed state, “All drivers must stay in trucks when beyond scale house.” But these truck drivers are passing this sign at approximately fifteen to twenty miles per hour and they don’t have time to absorb all this information. Most likely, the truck drivers are only seeing “check in at the scale house.” Some of this information should be put on a separate sign, in a location where it can be seen and understood.
