Escapeways and Refuges in Underground Metal and Nonmetal Mines

On July 29, 2019, MSHA published a Program Policy Letter to provide mine operators guidance regarding the existing requirement to provide escapeways for underground metal and nonmetal miners to enable them to escape in an emergency and, when they cannot escape, for refuges to enable miners to shelter safely in place until they can be rescued.  This guidance responds to questions concerning the location of such refuges under the standard.  This guidance is not a rulemaking.

At the request of stakeholders, the comment period has been extended and will now close on October 28, 2019.
