SUBJECT:      Additional Option for Payment of Civil Penalties

Scope

This Program Information Bulletin (PIB) is for Mine Safety and Health Administration (MSHA) personnel, coal mine operators, metal and nonmetal mine operators, independent contractors, miners, miners’ representatives, and other interested parties.

Purpose

This PIB provides notification of an additional payment option to remit payment for civil penalties assessed under Title 30 of the Code of Federal Regulations (30 CFR), Part 100, Criteria and Procedures for Proposed Assessment of Civil Penalties.

Information

Payments for civil penalties assessed under 30 CFR Part 100 may now be made electronically through Pay.gov - the convenient and fast way to make secure electronic payments using credit or debit cards or direct debit from bank accounts.  To make a payment or to learn more about this option, please visit the website and enter MSHA in the search box.

Payments may still be made by check or money order made payable to the Department of Treasury and sent to:  U.S. Department of Labor/MSHA, P.O. Box 790390, St. Louis, MO  63179-0390.  Pay.gov is an additional payment option.

What is the background for this PIB?

Historically, payments for civil penalties could only be made by check or money order.  Interested parties have been requesting electronic payment options.  MSHA is now able to accommodate these requests.
