SUBJECT: Mine Safety and Health Administration (MSHA) Program Directives Revalidation for Calendar Year (CY) 2025
Scope
This Program Information Bulletin (PIB) is intended for all holders of MSHA program directives throughout the Agency.
Purpose
The purpose of this PIB is to present the results of the annual revalidation of program directives for CY 2025.
Information
MSHA’s revalidation process requires that all directives be reviewed annually or biennially to ensure their content remains current. This PIB presents the results of the CY 2025 revalidation of MSHA’s program directives. Attachment 1 lists the program directives — Program Policy Manual (PPM) volumes, Program Policy Letters (PPLs), Procedure Handbooks (PHs), Procedure Instruction Letters (PILs), and PIBs — that remain valid and in effect; these will continue to be posted on MSHA’s public website. Attachment 2 lists a PH that has been cancelled as a result of the revalidation process. Accordingly, this directive is no longer considered valid guidance and will be removed from MSHA’s public website upon issuance of this bulletin.
Background
Volume II, Chapter 100 of MSHA’s Administrative Policy and Procedures Manual outlines the MSHA Directives System and defines the purpose, responsibilities, structure, and procedures involved in the formulation, distribution, and maintenance of directives within the Agency.
The MSHA Directives System includes a revalidation process in which all directives are reviewed periodically to ensure the currency of their text. During revalidation, reviewers and policy coordinators (e.g., Management Officers) determine whether each directive remains valid, has been superseded by another issuance, or requires updates to reflect changes in technology, regulations, organizational structure, or policy.
The Directives team in the Office of Program Policy and Evaluation within the Directorate of Program Evaluation and Information Resources conducted and coordinated this year’s directive revalidation with reviewers and policy coordinators from MSHA program areas. Program directives that were issued after March 31, 2025, or removed from the website after that date due to being superseded were not included in this year’s revalidation.
