The Mine and Quarry Bureau, under the North Carolina Department of Labor, maintains a Comprehensive Mine Safety and Health Program and a Direct Miner Training Program for the mining operations in North Carolina. Program emphasis is focused on small mining operations. The key to the success of the program is their ability to conduct site specific evaluations, training, and mine consultations.

The Comprehensive Program serves all miners in North Carolina through site specific training, technical assistance, consultation, and training materials in order to eliminate fatal mining accidents and to continue a reduction in the number and severity of on-the-job injuries.

Courses offered include:

  • 30 CFR parts 46 and 48 Annual Refresher Training;
  • 30 CFR parts 46 and 48 New Miner Training;
  • Prevention of Silicosis;
  • Powered Haulage Accident Prevention;
  • Cooperative Instructor Training;
  • Explosives Safety Course; and
  • 30 CFR parts 56 & 57.

The consultative portion of the program is implemented as mining operations by first seeking and obtaining the support of the mine officials, then conducting a through safety and health evaluation of the mining operation. An attainable program is developed with special emphasis and significant activity relating to mine specific hazards. Follow-up assistance and contact measures the progress of the program.

In addition to the training classes presented to the mining operations, the North Carolina Comprehensive Training Program conducts an annual conference for the mining industry and contractors on specific training, technical and compliance issues. The program also distributes safety brochures and informational materials such as Danger In and Around Mines and Safety Tips for Rockhounds.
